During a June 24 meeting, members of the Coffee County Commission unanimously agreed to authorize the issuance a $4 million general obligation (GO) warrant through Regions Bank for the purpose of purchasing the Brundidge Landfill.
Commissioners authorized up to $6 million for the purpose of acquiring the landfill in October of 2012.
Since then, the city of Brundidge Solid Waste Disposal Authority has filed suit against Coffee County, claiming its attempt to purchase the landfill violates the host government agreement approved by Brundidge when the landfill was first created.
Though litigation is still ongoing, the county is moving forward with the purchase of the 729-acre facility, capable of handling 7,500 tons of garbage per day.
Stan Gregory, a public finance and tax attorney from Bradley Arant Boult Cummings LLP, gave a few details about the warrant during the meeting.
The warrant has a fixed rate of 3.75 percent, payable over the next 10 years.
According to Gregory, the warrant is a basic GO, requiring no special pledge from the county or promise of income from the landfill itself.
Gregory said the county debt limit was more than sufficient to meet the requirements.
In other business, commissioners approved a resolution authorizing an agreement between the county and the Alabama Department of Transportation (ALDOT) to resurface nine country roads through the Alabama Transportation Rehabilitation and Improvement Program (ATRIP).
The county’s portion of the $4,225,700 project is $845,140 and the resurfacing encompasses 26.6 miles including county roads 249,460,547,651,625,376,114,105 and 306.
In other news, commissioners agreed to enter into a partnership with the city of Enterprise to purchase new surveillance equipment for the Coffee County Sheriff’s Department.
The commission also agreed to purchase new software for the Coffee County Probate Office through Delta Computer Systems at the request of Coffee County Probate Judge Steve Blair.
Ronnie Whitworth, chief deputy of the Coffee County Sheriff’s Department, addressed the commission to discuss the results of a recent “shakedown” at the Coffee County Jail, sponsored by the Department of Corrections.
Whitworth said the “shakedown” found graffiti in some places within the jail and also identified a door that wouldn’t lock.
The county’s maintenance department took care of both problems and Whitworth also noted that no contraband was found during the search of the jail.
Other items approved by commission:
- Reappointment of Donna Stokes and Larry Murphy to the Coffee County Department of Human Resources Board
- The hiring of a senior aide at the Pine Level Senior Center.
The Coffee County Commission will meet again at 9 a.m., July 8, in the community room at the Coffee County Complex.
