The Coffee County Commission unanimously agreed during a Sept. 9 meeting to award an additional $498,676 of Alabama Transportation Rehabilitation and Improvement Program (ATRIP) funding to the city of Enterprise for a resurfacing project on Shellfield Road.
After denying an original request for the funding, the county reached an agreement with Enterprise during a working session in early September.
The agreement requires Enterprise to handle the disposal of leachate from the Coffee County Landfill and the Brundidge Landfill, which the county is in the process of purchasing.
The agreement would remain in effect for a period of three years.
In other business, the commission agreed to create a Stand By Trust Agreement through Regions Bank.
In July, commissioners agreed to arrange credit enhancement through Bond Safeguard Insurance Company for the purpose of financing the closure of the Brundidge Landfill, should it be closed under the county’s ownership.
Because of the extensive environmental safeguards associated with closing a landfill, the Alabama Department of Environmental Management (ADEM) requires this additional insurance.
The Stand By Trust Agreement is also required by ADEM, and acts as a funding method in case the bond is acted on.
Commissioners passed a resolution renewing the county’s contract with Revenue Discovery Systems (RDS), a division of PRS Government Services, LLC, which handles the county’s sales-tax collection, for a period of three years.
The commission also approved a request from its attorney Josh Pipkin, giving him permission to contact the Attorney General’s office about the legality of changing the county’s voting district lines.
Municipalities are only allowed to change district lines once in a 10-year period, which is marked by the U.S Census.
Though the county has changed its lines once already, a recent problem on the line between districts three and five has caused confusion during commission elections.
Pipkin said he wanted to seek legal advice on what measures, if any, could be taken to address the issue.
Other actions taken by the commission include:
- Approved a request to send out bids for crushed stone, traffic striping, alternative data recovery and other items that are re-bid annually.
- Approved a bid from Verizon Wireless for cellular phone service for county employees, which includes an option to keep Southern Link devices.
- Appointed Russell Young (Kinston), Dale Grimes (New Brockton) and Drew Parker (Elba) to the Coffee County E-911 board.

This is an example of if you cross the Mayor of Enterprise he will get his way. He was denied the money two weeks ago and he cut the county off and they had no choice to vote again and give him the money. Would someone please challenge him in the next election, if not we will continue to have our city and our schools run by the mafia!
